Inhibit Carbon Emission and Energy Consumption by Taxation System

Overall regional planning and pre-period infrastructure construction constitute key factors of low carbon development in the urban area. For example, investment on public land and infrastructure, enhancement of regional energy utilization, setup of smart grid system were playing a positive role in attracting enterprises’ investment on low carbon technology and participation in urban construction. Compared with cities in China, London enterprises did not obtain support policy, but macro-economic growth and fundamental environment which attracted enterprises to invest and develop low-carbon economy; in terms of response to climate change, he insisted that taxation system shall be adopted to inhibit carbon emission and energy consumption, and source control shall be emphasized in traffic, building and infrastructure fields. Part of such tax revenue may be used for subsidizing and supporting new technology application.
