On the one hand, we shall establish effective market mechanisms by administrative means to trigger enterprise in seeking business value, to attract more private sectors to join in; on the other hand, we shall establish corresponding laws and regulations and enforce them strictly. As a result, enterprises can obtain true encouragement and power, and apply more green technologies to respond to global climate change and sustainable development. If the government has already established policies and but applied them without firm enforcement, these policies will be nothing but futile when we respond to climate change.
