Currently, the major nations are making positive efforts in achieving global economic recovery. At the same time, the development of emerging industries in the field of energy conservation, environmental protection and new energy has aroused great concern. Some words like climate change, low carbon economy are gradually popular and are widely used. China has gained the fastest growth in terms of new economic investment in the globe. According to People's Bank of China, China has become the world's second-largest economy, providing not only power for economic recovery, but new development space for overseas enterprises in China. The low carbon development in China needs administrative means, and needs a development system integrating all resources and forces to promote clean technology development on the enterprise level, said Robert Taylor.
